Job Description: Chief Librarian

The position of Chief Librarian requires a highly qualified and experienced individual who can lead the library services of an esteemed institution, preferably a Law Library. The candidate must have a degree in Law from a university recognized by the Bar Council of India or any State Bar Council for enrolment as an Advocate. Additionally, the candidate must have a Master’s Degree in Library Science from a recognized university and a Diploma in Computer Application recognized by AICTE/DOEACC or equivalent or Library Automation Course conducted by the National Institute of Science Communication and Information Resources.

The Chief Librarian must possess specialized knowledge in conducting research work regarding legal matters, documentation work, preparing bibliographies of cases, and examination and dissemination of legal articles published in various law journals. The candidate must have at least four years of experience as Chief Librarian or in an equivalent post (in Level 12 of Pay Matrix) in any prestigious library, preferably a Law Library. Alternatively, the candidate must have a minimum of seven years of composite experience with at least two years of experience as Chief Librarian or in an equivalent post (in Level 12 of Pay Matrix) and as a Librarian (in Level 11 of the Pay Matrix) or in an equivalent post in any prestigious Library, preferably a Law Library.

The Chief Librarian must possess knowledge and experience of working with any standard “Library Automation Software” for housekeeping activities in the library such as cataloging, acquisition, and circulation, etc. The candidate must also have knowledge and experience of computerized search both of on-line and off-line databases, including retrieval of desired information through various search engines/processes, and knowledge and experience of any software for developing In-House databases for documentation work.

The primary responsibility of the Chief Librarian is to ensure the smooth functioning of the library, including developing and implementing library policies, procedures, and standards, as well as evaluating and recommending appropriate library materials and resources. The Chief Librarian must have strong leadership and interpersonal skills, as well as the ability to communicate effectively with library staff, faculty, and students.

The Chief Librarian must also possess excellent organizational and administrative skills, including managing budgets, supervising staff, and maintaining records of library materials and resources.
