In today’s world, online tendering has become an essential part of government procurement processes. With the advent of technology, traditional paper-based tendering processes have been replaced by electronic tendering (e-tendering). This has led to the emergence of a new profession – E-Tendering Professional. The National Small Industries Corporation (NSIC) has recognized the importance of e-tendering and has issued guidelines for the recruitment of E-Tendering Professionals. This article will discuss the qualifications and experience required for this profession.

Qualification and Experience for E-Tendering Professionals

There are two categories of E-Tendering Professionals, each with specific qualifications and experience requirements.

Category A

Qualification: Tendering, GeM, and related internet technologies

Experience:

  1. Minimum five years of post-qualification experience in procurement/participation in tenders i.e. scrutiny of terms & conditions, preparation and submission of bid documents
  2. Minimum one year of experience in e-procurement

Category B

Qualification: Graduate

Experience:

  1. Minimum five years of work experience in the procurement domain for retired professionals (Superannuated / VRS opted) from PSUs (Central/State)/Private Bank at the level of Senior Management Grade Scale –III (or its equivalent) or higher scale without any stigma from the vigilance angle.
  2. Minimum one year of experience in the area of e-procurement in PSUs for retired professionals.

Note: The applicant should have sound knowledge of Hindi/English languages and proficiency in regional languages spoken at the location of NSSH Offices. The applicant should also possess and bring to work at his/her cost his/her own laptop loaded with required software (Windows, MS Office, etc.) and USB data card for internet connectivity.

Skills and Responsibilities of E-Tendering Professionals

An E-Tendering Professional is responsible for preparing, submitting and tracking online tenders, in addition to ensuring compliance with relevant guidelines and regulations. The professional must also be familiar with online procurement processes, tender documentation, procurement processes for various values of tenders, taxation, CVC guidelines, costing of deliverables, reading and comprehending the tender notice/documents, online tender participation and subsequently guiding the entrepreneur in preparing the bids.

The professional should be proficient in the use of various e-tendering portals, such as the Government e-Marketplace (GeM), which is an online platform for government procurement. The professional should also be familiar with various internet technologies and possess a sound knowledge of the e-procurement process.

Finance Facilitation Professional: An Overview of Qualification and Experience Requirements

Category B
